Does this work for a 28mm?
The 25mm *might* work on a 28mm. It would just depend.
If I want to use these to stop my 16G septum ring from tilting in my nose would I order the 16G/1.2mm size or something smaller? Thanks!
If the ring is all 16g (like a hinged ring) then, yes 16g!
What material are these made of?

Will 25mm "o" rings be ok on 35mm plugs? Haven't found any my size anywhere online😕
Hi Megan, I would not attempt with standard black o rings, they will most certainly snap. The clear, silicone o rings would work in a pinch, but will be very hard to put on and the silicone will stress/ snap considerably faster.
If you want the o rings to fit a little tighter than the ones that came with the plugs, is it good to order the next size down--or would the smaller ones just not fit at all?
Yes a size down should fit and be tighter.
